The HAS requires all ground transportation companies to apply for parking permit in order to use the parking garages around the airport. The annual use fee, based on number of seats (including driver) is:
1 through 6 seats: $325.00
7 through 11 seats: $400.00

Once your application is approved, you will be notified by email, then you can log in to your account and complete the payment online.

Approximately within one day after your payment, you will receive an email with instructions to schedule a date and time to pick up your vehicle decal.

Important Compliance Reminder for HAS Windshield Decals:

When picking up your new HAS windshield decal, it is mandatory to return the old decal. The Airport Ground Transportation Department enforces this rule strictly to prevent fraudulent practices, such as transferring decals between vehicles.

Any attempt to move a decal from one vehicle to another is a serious violation. If discovered, your company will be suspended from receiving future HAS decals, including for any new entities you may establish. The department director has made it clear that these violations will not be tolerated.
To strengthen enforcement, the airport has implemented AI-powered camera systems that scan license plates and HAS decal numbers, cross-referencing them with each vehicle’s VIN to ensure proper usage.

We urge all limousine operators to follow the rules and regulations carefully, complete all paperwork accurately, and allow sufficient time for renewal before your permit expires. Maintaining compliance protects your business and upholds the integrity of our industry.

“IAH Terminal Pickup Areas & Procedures for Limousines”

Once your permit is approved, it’s important to follow the designated pickup areas and procedures at George Bush Intercontinental Airport (IAH):

  • Terminal A:
    Park in the West Lot (South Side) in the marked limo area. Drivers with active manifests may wait inside the baggage claim area in the designated waiting zone.
  • Terminal B:
    Park in the North Circle. Drivers may wait inside the baggage claim area in the designated zone.
  • Terminal C:
    Park in the C Garage limo area (1st floor, east entrance). Drivers may wait inside the baggage claim area in the designated zone.
  • Terminal D:
    No designated limo pickup area. Avoid attempting pickups at Terminal D.
  • Terminal E:
    Park in the C Garage limo area (1st floor, east entrance).
    Drivers must ride the ITT subway train to Terminal E and wait at the “Meet and Greet” area near the CBP exit doors.
    After meeting customers, escort them back via subway to the C Garage limo area for vehicle pickup.
    Note: No curbside parking, staging, or waiting is permitted at Terminal E

Port and Cruise Terminal Permit Application Fees

Commercial Passenger Vehicle Services providing access for people to the PORT and the Cruise Ship Terminal Complex.

Application Fee: $250.00 Annual Renewal Fee: $150.00

For first time applicant, you may be required to pay a deposit. the deposit amount is decided by the port manager, and it varies from company to the next based on the size and business volume.

PORT and Cruise Ship Terminal Complex Access, Trip, and Parking Fees

In addition to the annual PORT Use Permit fee, Ground Transportation Companies accessing the Cruise Ship Terminal Complex shall be subject to the following Access and Parking fees for each vehicle that shall have such access:

  • Charter Bus/Shuttle Buses of (Forty) 40 Passengers or More: $65.00 Parking Fee/Access Fee
  • Commercial Passenger Vehicle, Courtesy Vehicle, Shuttle or Limousine with a seating capacity of Thirty (30) persons to Thirty Nine (39) passengers: $45.00 per Access / Trip
  • Commercial Passenger Vehicle, Courtesy Vehicle, Shuttle or Limousine with a seating capacity of fifteen (15) to twenty nine (29): $35.00 per Access / Trip
  • Commercial Passenger Vehicle, Courtesy Vehicle, Shuttle or Limousine with Seating Capacity of less than fifteen (15) persons: $25.00 per Access / Trip

Note: Please read all the insurance guideline to make sure that you provide correct information and that your company name is matching in all documents.

Once you submit your application with all the required documents, it will take about 7 to 14 business days to process, once your application is approved, they will mail you the vehicle sticker, and you will receive login information to your online account on the port payment portal, where you can see your account, your transactions and where you can make payment for your invoices.
